Burgemeester ondubbelzinnig vóór regulering wietteelt
D66 Arnhem zet zich al jaren met succes in voor de aanpak van het achterdeurprobleem van coffeeshops. Meerdere moties hierover zijn telkens met brede steun aangenomen door de Arnhemse gemeenteraad.
Dat burgemeester Kaiser in De Gelderlander van 28 maart een tegenovergesteld geluid laat horen was voor D66 raadslid Susan van Ommen reden hierover vragen te stellen.
Op initiatief van de D66 fractie heeft Arnhem in het voorjaar van 2014 het wietmanifest ‘Joint Regulation’ ondertekend. Eerder werd burgemeester Kaiser al opgeroepen te gaan lobbyen in Den Haag, en afgelopen december nog werd de gemeente opgeroepen een experiment met gereguleerde wietteelt te gaan voorbereiden. Dit stemde D66 hoopvol: eindelijk werken aan een oplossing voor de achterdeurproblematiek in plaats van enkel symptoombestrijding.
Zero tolerance?
Tot ontsteltenis van Van Ommen pleitte burgemeester Kaiser echter in De Gelderlander alleen voor een zero tolerance beleid en een harde aanpak van illegale wietkwekerijen. “D66 is eveneens voor de aanpak van gevaarlijke kwekerijen op zolderkamers, daarom zijn wij zo’n groot voorstander van regulering”, aldus Van Ommen. “Maar van onze burgemeester verwachten wij dat hij de boodschap uit het wietmanifest daadkrachtig naar buiten uitdraagt. In het artikel missen we daarvan echter ieder spoor, terwijl dit nou juist bij uitstek de plek was om dat te doen.”
Positief antwoord
In zijn beantwoording bevestigde de burgemeester nogmaals achter het wietmanifest te staan. Meerdere gemeenten onderzoeken onder andere of gereguleerde teelt gerechtvaardigd is op basis van de internationale mensenrechten. De burgemeester gaf aan nog te kijken hoe Arnhem zich daarbij aan kan sluiten. Nog dit voorjaar zal hij de raad informeren over de verdere uitvoering van de verschillende moties.
Reguleren is de oplossing
Van Ommen is tevreden met deze toezeggingen. “Arnhem is op de goede weg. Het is tijd dat we de echte oorzaak van het probleem aanpakken, de aanvoer van wiet aan coffeeshops. Zolang we dat niet reguleren is de strijd tegen illegale kweek dweilen met de kraan open.”
