Ophef om uitspraken Kürşat Bal over stadsbestuur Arnhem
Kürşat Bal zorgde nogal voor ophef door afgelopen maandag tijdens de begrotingsbehandeling in de gemeenteraad van Arnhem het te hebben over het stadsbestuur dat alleen bestaat uit ambtelijk apparaat met autochtone burgers. ‘Het stadsbestuur in huidige vorm mist kwaliteit. Hierdoor is zij niet goed voorbereid op uitdagingen in de stad.’
Publiek Arnhemse raad ook geen afspiegeling
DanielBecker van de Christen Unie kon het niet langer uithouden: ‘Hier in het publiek zien we ook geen afspiegeling van de Arnhemse samenleving. Becker: ‘Wat is zijn antwoord, wat zijn zijn ideeen om hier wat aan te doen?’ Bal antwoordde hierop: ‘Het oprichten van Verenigd Arnhem, in de raad komen en het hier over hebben is een handuitreiking van die samenleving richting deze raad.’
Becker vervolgde verder: ‘Ik heb u in het afgelopen jaar voorstellen horen doen over het gescheiden laten zwemmen van mannen en vrouwen, en jongens en meisjes bij schoolzwemmen. Ik heb u voorstellen horen doen over stadsdeelraden. Ik heb u horen voorstellen dat discriminatie ingevoerd moet worden ten aanzien van sollicitanten die bij de gemeente willen werken. Het gevolg hiervan is polarisatie, de lijntjes worden hierdoor scherper ingekleurd.’ Ondanks de antwoorden van Bal was Becker ontevreden met de reactie omdat hij ‘in de afgelopen anderhalf jaar geen voorstellen van Verenigd Arnhem hierover heeft gezien’.
Woedende Jurgen Elfrink
Jurgen Elfrink was ook not amused. De altijd heel vriendelijkse SP-man was nogal woedend op Bal vanwege zijn uitspraken over kwaliteit van het stadsbestuur. ‘Ik had bezwaar tegen de afronding van uw betoog, althans dat wat u als laatste zei. U ging kijken naar de huidskleuren van het bestuur, en door die huidskleur is er gebrekkige kwaliteit. Dan vind ik nogal een hele gewaagde uitspraak. Andersom hadden we de hoofden flink geschud als ‘persoon x’ hetzelfde had gezegd over een bestuur met alleen maar allochtonen, en dat het daarom een gebrekkige kwaliteit zou zijn.’
Bal vervolgde hierop met de vraag wat kwaliteit is? ‘Kwaliteit is niet alleen rekenen, het is ook de kennis hebben van…. .’ Elfrink liet Bal niet uitpraten en was woedend: ‘Ik wil bij deze dan een vergaand voorstel doen om eens nu te gaan meten hoe het daadwerkelijk zit met de verenigdheid in Arnhem. Ik stel voor dat we vanaf nu als stadsbestuur en als stad gaan meten hoeveel interculturele huwelijken er worden gesloten, hoeveel interculturele relaties er worden gesloten. Dan gaan we ook hierover in gesprek bij die gemeenschappen waar dat wordt gewaardeerd en waar dat een taboe is. Dit komt dan in de buurt van het tabelletje van Asscher, waar u ook naar verwees. En dan ziet u ook hoeveel discriminatie er voor komt over de bevolkingsgroepen waar u van zegt ‘ow’ ‘ow’ ‘ow’, dan gaan we de daad bij het woord voegen. En als we over twee jaar niet daarin een stijging zien, gaan we eens een hartig woordje spreken met de vertegenwoordigers van die bevolkinsgroepen. Zullen we anders dat taboe over het sluiten van huwelijken met autochtone Nederlanders vanuit bijvoorbeeld de Turkse gemeenschap eens gaan opheffen. Zullen we daar eens mee beginnen?
Uiteindelijk wilde Elfrink dat Bal hierover een voorstel zou indienen, nadat Bal reageerde dat ‘Fantastich’ zou zijn. ‘Dien een voorstel hierover in, mijn zegen heb je.’ Bal vond dat het gesprek ook daadwerkelijk hierover moest gaan. Je moet elkaar bevragen en spreken over meerdere dingen die u stoort.’
